Job Description:

Principal Objective




  • Senior level project management position as the Authorized Representative (Owner’s Engineer representing the Royal Commission) to the Project Contractor for building and infrastructure construction projects. Responsible for construction management of the contractor to ensure project completion within established budgets and schedules - in accordance with design specifications and contractual obligations. Maintains and supervises team of Resident Construction Engineers and administrative support staff on assigned project(s).



Organizational Relationship




  • Reports to Owner’s Construction Section Manager. Frequent contacts with senior level of Owner’s upper management and other Owner departments – such as but not limited to; Engineering, Project Management Department, Finance and Budgeting, and End users / stakeholders. Provides direction and supervision to Resident Construction engineers, project administrative staff, and other specifically assigned positions to the project – as needed



Major Activities Performed




  • Monitors and ensures Contractor meets and fulfills project goals, design specifications and contractual obligations – such as construction management activities and methodology, budget, schedule requirements, field operations, Owner’s procedures, quality control and Safety.

  • Implement and adhere with the QA/QC Program, safety guidelines, and specification during the work activities.

  • Provide guidance to contractors regarding schedule, procedures, scope of work and other information requirements.

  • Plan and organize monitoring of contractor’s activities. Review activities of subordinates to ensure field operations are adequately monitored and all necessary tests and inspections are conducted. Assist in preparing manpower forecasts to ensure adequate staffing for monitoring activities.

  • Develops a close working relationship with contractor. Provides project management guidance in interpretation of specifications, procedures, methods, schedule, and productivity. Reviews problems with contractor to determine whether proposed remedies are adequate for resolution.

  • Develop a close working relationship with contractor. Provide technical guidance in interpretation of specifications. Review job plans, methods, equipment, staffing and productivity and detect potential problems in conforming to established schedules or specifications. Review problems with contractor to determine whether actions proposed are adequate for resolution.

  • Coordinate with other departments to obtain required support. Coordinate interfaces between contractors and project management staff where project impacts on other projects. Resolve conflicts in schedules and coordinate tie-ins of facilities where applicable.

  • Compile technical data to prepare weekly and monthly reports on project progress, cost and quality control. Conduct or direct fact-finding investigations and advise SRCM of problems in meeting schedules or specifications

  • Assist SRCM in administration functions and initiate correspondence to contractors and other departments for SRCM’s signature. Assume responsibilities of SRCM in periods of absence.

  • Review and verify that items submitted for billing on Work Estimates are justified and confirm actual performance. Determine percentage of work completed and recommend payment of Work Estimates as appropriate. Advise contractor when not acceptable or of necessary corrective action or additional documentation required.

  • Supervises the Resident Construction Engineers (Arch, Civil, Elec, Mech) and Administrative support staff.

  • Receives initiates and routes all correspondence and submittals between Contractor and Owner.

  • Reviews shop drawings / as-built drawings, material submittals and technical or contractual clarifications submitted by contractor, and coordinates and routes for various Departmental or End User approvals.

  • Reviews and recommends approval of Contractor’s Monthly Invoices and Progress reports.

  • Initiates, routes for approval, and presents packages of Letter of Instruction, Tacit Approval or Change Order/Modification packages as needed.


Skills:

Experience and Qualifications

  • A recognized university degree in Electrical Engineering with 10+ years’ post-graduate professional experience. Design experience of power systems is essential.
  • Professional Engineer (PE) license.
  • The ability to communicate effectively in spoken and written English is essential.
  • Must have sound overall experience in designing systems for commercial, institutional, and industrial facilities. Must be capable to check designs done by A/E’s for high voltage (115 to 380 kV), medium voltage (13.8 to 34.5 kV) and low voltage power, indoor lighting, outdoor and road lighting, grounding, communication, and fire alarm systems.
  • Must have used ETAP or other software to perform fault current, load flow and stability studies for power grids of at least 380kV.
  • Experienced in preparation of Bid Documents.

Experience in designing (from conceptual to detailed) electrical systems for residential, commercial and institutional facilities is desirable in the following areas:

  • Medium and low voltage power systems one-line diagram and electrical rooms equipment layout
  • Underground and exposed conduit and cable tray runs.
  • Calculations for demand load estimates, for sizing major equipment and circuits and selective protection coordination.
  • Lighting systems indoors and outdoors calculations and physical layout.
  • Fire protection and communication systems one-line diagrams and physical layout of equipment and devices.
  • Must have thorough knowledge of National Electrical Code, IEEE, ANSI, IESNA, NFPA.

Design experience (from conceptual to detailed) with utility and industrial facilities is desirable:

  • High and medium voltage power distribution substation one-line diagram and equipment layout of major equipment.
  • High and medium voltage switchgear.
  • Protective relaying schemes for high and medium voltage bus, transformer, cable and overhead line protection.
  • Station Automation System, switchgear control, monitoring and metering.
  • SCADA 
  • High and medium voltage power distribution layout with cables in duct banks and direct buried and corresponding ampacity calculations.
  • Thorough knowledge of IEEE, ANSI and IEC Standards.
